In 1989, Norway gave the next impetus to the definition of standards for the clinical development of ASIT in Europe. Requirements for standardization of raw materials and safety guarantees were introduced. The recommendations also introduced the Biological Unit (BUs) as a standard. The main mistake of these recommendations was that they did not insist on double randomized placebo-controlled trials, the gold standard for clinical trials in allergy treatment.

In the same year that the CSM report was published, Skadding and Brostoff contributed to the sublingual ASIT method by publishing the results of the first randomized, double-blind, placebo-controlled trial in which low doses of house dust mite allergen extract were sublingually administered. They determined that Sublingual ASIT improved nasal breathing and reduced the appearance of nasal symptoms. Importantly, Skadding and Brostoff showed that the sublingual route of allergen administration was safe and did not lead to serious side effects, unlike injections. Their call for further exploration of the potential of sublingual ASIT to overcome the disadvantages of ASIT was indeed successful.

These recommendations primarily concerned the risk of anaphylaxis when ASIT is performed by an inexperienced doctor and was recommended after ineffective drug treatment.

Interestingly, the use of ASIT was limited in the 1980s due to doubts about its effectiveness and uncertainty about its safety following reports of deaths, and perhaps primarily due to the availability of effective pharmacological treatment.

Finally, in 1992, the International Asthma Treatment Project published an International Consensus on the Diagnosis and Treatment of Asthma. It was equivalent to the WHO regulations and was recommended in order to improve the effectiveness and minimize the risk of fatal complications in patients with asthma. ASIT should have been prescribed and conducted by specialists who know how to correct systemic allergic reactions and anaphylaxis. According to this document, it was assumed that the benefits of ASIT would not benefit polysensitized patients, unlike monosensitized ones. However, it has also been suggested that ASIT is effective in childhood and at a young age, as opposed to older ones. The flow of manuals and reports in 1983 resulted in the publication of an EAACI document describing the positions of sublingual ASIT as a "promising path."
